Devon and Cornwall Police has unveiled plans to develop and modernise its Exeter headquarters over the next two years.

Introduction

Devon and Cornwall Police has unveiled plans to develop and modernise its Exeter headquarters over the next two years.

The Middlemoor site has been at the heart of the Force’s policing operations for many years but is now in need of extensive work to bring the facilities up to date.

The Force is planning to build a new state-of-the-art criminal justice centre, incorporating 40 cells, and a modern operational policing hub with public access.

These buildings will be funded through the sale of 15 acres of land, eight acres to retailer Morrisons. The company proposes to open a new supermarket and petrol station on the north side of the site, providing 350 jobs.

Devon and Cornwall Police is committed to providing the best possible service to the public and prides itself on operating in the most cost effective and efficient manner.

The proposed redevelopment will make the site infrastructure fit for modern policing purposes, improve the service to the public and reduce running costs.

What is being proposed?

  • On the south side of Middlemoor we are planning to build a new criminal justice centre incorporating up to 40 cells, co-located with an operational policing hub that will provide staff with better equipped facilities in order to fulfil their duties more efficiently, and meet the needs of the growing economy and increasing population
  • A full size relocated football pitch that existing users will continue to have access to
  • On completion of the new facility, the closure of Heavitree Road following the provision of a new city centre base
  • On the north side of the site, a modern Morrisons foodstore and petrol filling station will be built. This will be accessed from the roundabout linking Wilton Way and Honiton Road. The Morrisons foodstore will provide approximately 350 new jobs and enable the Middlemoor HQ redevelopment to take place without taking vital funds and resources away from frontline policing
  • Two housing sites consisting of approximately 75 homes

What has been done 

  • The Force’s helicopter has relocated to Exeter Airport.

A new Morrisons for Exeter

Morrisons is proposing a modern, new foodstore and petrol filling station as part of the improvement programme for Devon and Cornwall Police’s Middlemoor headquarters. Our draft plans will be on display at the public exhibitions as part of the Development Team’s proposals and we look forward to hearing your views.

The new foodstore, which would be accessed from Honiton Road, would showcase Morrisons’ full affordable fresh food offer. Our proposals would:

  • Help to raise the funds for the improvement and modernisation of the Force’s facilities as part of an integrated plan for Middlemoor
  • Create over 350 new and permanent jobs, including full-time, part-time and training opportunities
  • Deliver a new ‘Fresh Format’ foodstore, increasing affordable fresh food shopping choice locally
  • Introduce a new 12-pump petrol filling station and a shoppers’ car park of approximately 440 spaces
