Welcome to the Devon and Cornwall Constabulary Foreign National Registration website. This page is designed to provide information and guidance on the Foreign National Registration Process.

Registering with Devon and Cornwall Constabulary

Immigration Regulation Act 1971

It is a legal requirement stated by the Home Office under The Immigration Regulation Act 1971, that as a condition to remain in the United Kingdom certain foreign nationals are required to register with the police in whose area they are to reside. You MUST register within 7 days of arrival in to the United Kingdom.

This only applies to Foreign Nationals who have been granted leave to remain for more than 6 months or where an extension is granted therefore making the total leave to remain more than 6 months.

How do I register?

To register with the police please follow these 4 steps:

  1. Download  'Report of Initial Registration of Foreign National’ (Form no.67)
  2. Using the guidance notes below please complete the Report of Initial Registration of Foreign National form in English language. PLEASE COMPLETE THE FORM IN BLOCK LETTERS.

  3. Take your completed form to a nominated Police Station along with the following documents:
    • Your Biometric Card (where applicable)
    • Your current passport with the necessary visa documentation within it.
    • One Passport size photograph
    • £34 registration fee, which MUST be in Bank of England notes and coins.
    • Any Home Office/Work Permit/University or College letter of acceptance, documentation that you have.
  4. Collect your PRC (Police Registration Certificate) from your selected Police Station approximately 14 days from providing your details to the Police.

What will happen if I do not register with the police within seven days?

Failure to register with the Police is an offence under Section 26(1) (f) of the immigration Act 1971 and where a person fails to register, the Police can consider prosecution. You can be liable to a fine of up to £5,000, six months’ imprisonment, or both. Your stay in the UK may also be affected.

Change of circumstances

As a condition to remain in the United Kingdom you are also required to inform us of any change to your circumstances. This includes:

  • ALL changes of address (unless temporary) – This MUST be done within seven days of the move
  • INFORM the police if your leave to remain in the UK is extended
  • INFORM the police of any marriage whilst in the UK
  • HAND in your certificate of registration to an Immigration Officer, at your final port of departure. Unless you intend to return to the UK within 12 months.

To register changes with the police please follow these 4 steps:

  1. Download the ‘Report of Change in Circumstances of Foreign National’ (Form no.66)
  2. Complete the Report of Change in Circumstances of Foreign National (Form no. 66) in English language. PLEASE COMPLETE THE FORM IN BLOCK LETTERS.
  3. Take your completed form and your PRC, to one of the Police Stations on the list.
  4. The Station Enquiry Officer will endorse your PRC with the changes and return it to you while you are in the Police Station.

What do I do if I have lost my PRC?

If you have lost your PRC a replacement can be issued, but a charge of £34 will be payable. To request a replacement please follow the steps below:-

  1. Download the ‘Report of Change in Circumstances of Foreign National’ (Form no.66)
  2. Complete the Report of Change in Circumstances of Foreign National (Form no. 66) in English language. PLEASE COMPLETE THE FORM IN BLOCK LETTERS.
  3. Take your completed form to one of the Police Stations on the list along with the £34 replacement fee (which MUST be in Bank of England notes and coins).
  4. Collect your PRC from your selected Police Station approximately 14 days from providing your details to the Police.

Should you need to move out of the area in which you are in, for example if you have to travel out of Devon and Cornwall and move in to Avon and Somerset, you are required to register at a police station in your new policing area.

What should I do with my PRC when my stay in the UK is completed and I am returning to my home country?

When you are planning on returning home on a permanent basis, it is essential that you return your Police Registration Certificate to one of the Police Stations informing us of your departure.
