About ethnicity monitoring
The Devon and Cornwall ethnicity monitoring procedures.
These will cover the recording of complaints, grievances, individuals booked into custody, stop and search, stop and account, breath tests, Vehicle Defect Rectification Scheme requests , document production, negative breath tests endorsable fixed penalties and alleged offenders on prosecution files.
The moves have been introduced ensure that our policies and practices are fair. The data from these activities will be available each quarter to members of our Strategic Independent Advisory Group so they can be reassured that we are acting fairly and proportionately. We will record how individuals describe their own ethnicity and the officer will also make a descriptive record of ethnicity, based on visual appearance. The reason we use both a self defined and a descriptive record is because there will be times when the ethnicity a person feels they are does not match their visual appearance.
The officer will request this information by asking a sensitively worded question contained within the form. This question will explain why we need the information and ask the individual to look at a chart and tell the officer how they describe their ethnicity.

The self-defined ethnicity matrix mirrors the national census criteria, and the descriptive matrix is in the format required by the Home Office for statistical returns. Both these matrices involved extensive consultation, with the Commission for Racial Equality playing a key part in the process.
We are not only recording this data for the Home Office returns, but will also analyse the information and take action to remedy any unexplained inconsistencies. Our over arching aim is to increase openness and accountability by building trust and confidence within all the communities we serve.
