Why are we monitoring ethnicity?

To enable the Force to monitor how fairly certain powers are being used and to take action to address any unexplained inconsistencies.

The officer will simply record the fact that you refused.

No, and if you feel it has you can make a complaint at any police station or through your solicitor.
