David is a qualified accountant and was appointed Director of Finance and Resources in September 2024.
After graduating with a degree in Maths and Economics, David’s professional career began in 1995 as a graduate financial management trainee for Coventry City Council. After completing his CIPFA accountancy qualification, in 1999 he moved to Warwickshire Police as a Finance Manager based at a BCU, and supported his Chief Constable who was the Treasurer for the Police Athletic Association. In 2003, he moved to Leicester City Council as Head of Education Finance, supporting over 100 schools with budget management.
Attracted by the chance to work in policing again, in 2005 he moved to West Midlands Police as Head of Finance. During this time, he worked on the police objective analysis project which was recognised by the award of CIPFA’s Sir Harry Page Merit Award.
In 2011 David was promoted to Director of Resources at West Midlands Police, with portfolio responsibility for Finance, IT, Estates, Fleet, Procurement, HR and Learning and Development. David was NPCC Lead for Fleet Standardisation working closely with the National Association of Police Fleet Managers.
To gain experience in other sectors, David moved to Birmingham City University in 2016 as Chief Finance Officer and was lucky enough to work with Sir Lenny Henry who was the university’s Chancellor at that time. In 2019 David moved to South Gloucestershire Council as Executive Director of Resources and Business Change.
David has relocated from living in Leicestershire to Devon and outside of work is a keen scuba diver.
