Badger cull costs

Police costs incurred for the badger cull in Devon and Cornwall during 2016 totalled £1,238,547.22

These costs are covered in full by Defra (the Department for Environment, Food and Rural Affairs)

Badger culling is a Defra initiative, licenced by Natural England, to carry out targeted culls in selected rural areas in an attempt to tackle bovine TB.

Notice of the Commencement of the Period for the Exercise of Public Rights

The period for the exercise of public rights commences at 9.00am on the 1 July 2016 and will conclude at 4pm on the 11 August 2016.

The following documents will be made available for both Police and Crime Commissioner for Devon and Cornwall and the Chief Constable for Devon and Constable Police:

  • The Statement of Accounts
  • The Annual Governance Statement
  • The Narrative Report

Both sets of accounts are subject to external audit by Darren Gilbert, Director, Public Sector Audit, KPMG LLP, 3 Assembly Square, Britannia Quay, Cardiff. CF10 4AX and may be subject to change.

  1. From 9:000 am on 1 July 2016 to 4pm on 11 August 2016 any person may inspect the accounting records of the Police and Crime Commissioner for Devon and Cornwall and the Chief Constable for Devon and Constable Police for the financial year to 31 March 2016, and certain related documents (comprising books, deeds, contracts, bills, vouchers and receipts) at the address given below. They may also make copies of the accounts and documents. (2)

From 9:000 am on 4 July 2016 to 4pm on 11 August 2016 at the request of a local government elector, the local auditor must give the elector, or any representative of the elector, an opportunity to question the auditor about the accounting records of the Police and Crime Commissioner for Devon and Cornwall and/or the Chief Constable for Devon and Constable Police.
  3. From 9:000 am on 1 July 2016 until the conclusion of the audit process a local government elector for the area of the Police and Crime Commissioner for Devon and Cornwall or his/her representative may object to the Police and Crime Commissioner’s and/or the Chief Constable’s accounts asking that the auditor issue a report in the public interest or apply for a declaration that an item of account is unlawful under section 28 of the Local Audit and Accountability Act 2014. Written notice of the proposed objection and the grounds on which it will be made must be sent to the auditor at the address given above and also copied to the Police and Crime Commissioner for Devon and Cornwall and/or the Chief Constable for Devon and Constable Police at the relevant address given below.

Both sets of accounts and other documents will be available for inspection at the Office of the Police and Crime Commissioner, or otherwise by arrangement; arrangements to inspect should be made initially to the Office of the Police and Crime Commissioner (01392 225555).

Detailed provisions with regard to the inspection of documents and the right to make objections at audit are laid out in sections 26 and 27 of the Local Audit and Accountability Act 2014.

NOTICE is given that the audit for the Police and Crime Commissioner and Chief Constables Statement of Accounts for 2014 - 15 has been concluded.

AUDIT OF ACCOUNTS - NOTICE OF CONCLUSION OF AUDIT

NOTICE is given that the Auditor has confirmed that he has now completed the audit of the accounts of the Police and Crime Commissioner for Devon and Cornwall and the accounts of the Chief Constable for Devon & Cornwall for the year ended 31st March 2015 and other documents referred to in Sections 15 and 16 of the Audit Commission Act 1998.

Unqualified opinions on the accounts for the Police and Crime Commissioner and for the Chief Constable and the related audit certificates were issued by the Auditor on the 30 September 2015. On the same date, unqualified conclusions on the arrangements for securing value for money as required by the Audit Commissionwere also issued. The Auditor has not had to issue a report in the public interest under Section 8 of the Audit Commission Act 1998.

Copies of the audited Statement of Accounts for both bodies are available for inspection at the offices of the Police and Crime Commissioner; arrangements to inspect should be made initially to the Office of the Police and Crime Commissioner offices (01392 225555).
