The Human Resources Department has provided the following information.
Dismissals under Regulation 13 occur when the Chief Constable/Deptuty Chief Constable considers that a probtioner is unsuited to the role of a police constable. When an Officer is dismissed under Regulation 13 they are still provided with the right to resign during their notice period under the police regulations.
In respect of questions 1-3 we do not record the reason for the dismissal (i.e whether it is a Regulation 13 or not), and the leaver reason is simply listed as “Dismissed/Required to Resign”. If someone chooses to resign whilst going through the final stages of the Regualation 13 process, it is then recorded as a resignation and the records won’t reflect the full decisions under Regulation 13.
As a result, HR records for the years prior to 2024 do not cover the number of dismissals under Regulation 13.

From our records eight student officers have been dismissed under Regulation 13 to date in 2024 (although they do still get the right to resign during their notice period) therefore whilst they were subject the regulation 13 process they may well have resigned in their notice period.
