To whom is your Chief Constable responsible regarding operational matters/decisions?
I am aware it is not the PCC.
The Chief’s Office has provided the following information.
The Chief Constable (CC) has overall decision making and responsibility to deliver an effective and efficient police service. Throughout the CC remains accountable to the Police and Crime Commissioner (PCC), accountable to the public, accountable to legislation and to the Home Office.
Operational delivery of policing is governed by Authorised Approved Practice (APP), which is published by the College of Policing (CoP) and managed within the National Police Chiefs Council (NPCC) portfolios. All of which is inspected rigorously by His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS). Full details of the APP can be found on the CoP website here:
