Coercive Control Training

The Resourcing & Development Department have provided the following information.
- Are all your police officers who attend domestic abuse incidents (crime scenes) trained about coercive control?
Yes.
- What training courses that police officers are mandated to attend is coercive control covered in?
Training in Domestic Abuse (DA) which as includes Controlling and Coercive Behaviours (CCB).
- Domestic Abuse training includes, but is not limited too;
- Coercive and Controlling behaviour with specific reference to Section 76 Serious Crime Act 2015
- CCB is specified along with financial leverage and economic abuse.
- Threats to hurt or physical harming a family pet.
- Signposting to support agencies
- The completion of a DA Police Protection Notice (PPN) including the use of Domestic Violenc (DV) Protection Notice and DV Protection Order
- Non-physical forms of abuse are specified including reference to Duluth Wheel
- DA is defined and it is highlighted how DA can consist of a course of conduct and specifies how two people are personally connected for the purposes of Domestic Abuse.
This includes the terms ‘they are’, or ‘have been’;
- Married
- Civil Partnerships
- Agreed to marry
- Entered into a Civil Partnership agreement (whether or not the agreement was terminated)
- Intimate personal relationship
- Parental relationship in relation to the same child (as parent or has parental responsibility for the child)
- Relatives
Therefore any further action would fall under the definition of Domestic Abuse and would be treated as such.
Proxy or malicious reporting would also fall within the definition of DA and is asked on the PPN question set.
- Pets can be killed, harmed or threatened within domestic abuse and are often barriers for survivors leaving an abusive relationship. Does all of your coercive control training consider this aspect?
