Freedom of Information (FOI) Act request ref: 01/FOI/25/008323/P
Version Date: 15/08/2025
The Alliance Roads Policing Department has provided the following information.
I right to you in connection with Experimental TRO A392 (Infra23-184-SN_01) Trencreek Road Junction, Newquay. In December 2024 I contacted Cormac Solutions and as part of a much larger enquiry, enquired as to the involvement of Devon & Cornwall Police, given their required statutory involvement under S. 10 Road Traffic Regulation Act 1984. Their response was; ‘Devon and Cornwall police did indeed respond before the ETRO commenced and they indicated they did not object to the trial proceeding.’
Can you please inform me how were police involved in both the preliminary assessment of the project's safety implications, and subsequently at the design stage?
The Force received an email showing the proposal of these schemes and are asked to comment if we have any issues with it.
The Force is not part of the design stage.
Did they review the design plans and identify any potential safety issues? and on what dates (if any) police visited the site to make those assessments?
The Force is not part of the design stage and no information is held regarding site visits.
Where their deliberations recorded by means of formal risk assessment? Did this identify likelihood of occurrence and severity of outcome, i.e. a risk matrix? to assesses the potential for injuries to road users?
No Formal risk assessment was recorded.
Did it include consideration for the specific characteristics of the affected roads, traffic flow, and the surrounding environment? What consequential impacts were identified, and in consequence, did it specifically identify vulnerable road users like pedestrians, cyclists, elderly individuals, and farm livestock that would be placed at greater risk by the proposed changes?
No Formal risk assessment was recorded.
Lastly did the police audit team provide recommendations, either formally or informally for improvements and mitigation measures to Cormac or Cornwall County Council?
No information held.
The Police Road Safety Audit were not invited to attend.
I understand that a further road safety audit is due to take place in the week beginning Monday 2nd June 2025, will police participate in that audit process? Have police been informed of any other concern or risk from other parties, or documentation submitted as part of the consultation process, prior to this latest audit taking place?
No information held.
The Police Road Safety Audit were not invited to attend and there is no recorded information regarding any risks or concerns.
