The Vulnerability Department has provided the following information.
Specifically, I am looking to find out:
- How many offenders on the VSOR fall within the force's area of responsibility for up-to-date information?
Data from 01/05/2025 shows that Devon & Cornwall Police owned 2,961 cases on ViSOR. Please note, there will be other cases within the Devon and Cornwall area on ViSOR that are owned by the Probation Service or by South west Regional Counter Terrorism.
- If available within FOI limits, how many of these offenders are on the register for sexual offences?
Data from 01/05/2025 shows 2,886 offenders who are registered sex offenders (RSOs) /other sexual offenders in terms of ViSOR Offender Category.
- How many offenders on the VSOR have missing, incomplete, or out-of-date location information (workplace, home setting, etc
On 01/05/2025 we had 10 RSOs who are considered ‘wanted/missing’ this means they failed to comply with their notification requirements as per this link Sexual Offences Act 2003. Please note, the request around workplace information is not able to be answered whilst we always seek to obtain this, it is not a legal requirement for RSOs to ‘notify’ a workplace therefore this cannot be captured. We also have offenders who are legally of no fixed abode and therefore notify their location on a weekly basis we would not call this missing or incomplete.
- If available within the FOI limits, how many offenders on the VSOR are registered for sexual offences and have missing, incomplete, or out-of-date location information?
As above - 10. Other types of ViSOR offender who reside in Devon and Cornwall and are on ViSOR are managed by probation. The Force does not have access to or the legal right to share this information. Please see link to MAPPA guidance which details all categories of offender:
