Freedom of Information (FOI) Act request ref: 01/FOI/26/10075
Version Date: 26/06/2026
The Vulnerability Department has provided the following information:
In the recent HMRC report it mentions that 8000 PPN's relating to Domestic Abuse between October & December 2025 weren't reviewed....what happened to those PPN's?
Since the above time to the current date today 4th June how many Medium & Low risk Domestic Abuse PPN's are outstanding for specialist review?
The Force recognises the need to improve its processes for the secondary risk assessment of Public Protection Notices (PPNs). While all domestic abuse PPNs have always received an initial risk assessment by attending officers, with supervisory oversight, the consistency of secondary review has previously varied.
To address this, additional resources have been introduced within the Central Safeguarding Team. This dedicated team now provides a more accountable and consistent secondary review process. A new recording and performance framework has also been implemented to improve oversight of review volumes and outcomes and those that have not yet been subject to the secondary review process.
The Force is further developing technology to support the prioritisation of PPNs, enabling more timely and effective secondary reviews.
The 8,000 PPNs referenced in the HMICFRS report were subject to an initial risk assessment and subsequent policing response at the time they were received. We are intending to apply technological assessment to those that still haven’t been subject to a further secondary risk assessment and where the information indicates a high risk grade is applicable, they will be subject to associated safeguarding activity and referrals.
Since this period, up to 4 June 2026, all high-risk cases identified and repeat cases requiring referral to MARAC have been subject to the secondary risk assessment review and are now being processed within 24 hours. We are continuing to prioritise the cases within the medium and standard risk grading cohorts
