Update: 07 August 2024 - Anti Social use of Motor vehicle
Liskeard Neighbourhood Team last moth issued a Anti Social use of Motor vehicle warning to a male who was caught wheel spinning in Upton Cross. This warning lasts for a period of 12 months and if caught again using this or another vehicle in such a manner will have that vehicle seized.

Update: 11 December 2023 - OP LIMITS
Saltash Police today have run a Proactive Roads Policing Operation, Namely OP LIMITS, looking to promote public confidence around Drink and Drug Drivers in your Local community. The operation was supported by the Professional Development Unit, Student Officers, Road Casualty Reduction Officers and the Bodmin No Excuses Team.
The operation was run by three independent stop sites, supported by local Licenced premises who have allowed us to use their car parks for stopping areas and the Tamar Garden Centre. The operation had plain clothes spotters looking to identify moving traffic offences such as using mobile phones whilst driving, not wearing seat belts, lighting offences. The stop sites were supported by a trained officer using a calibrated Speed gun to detect speeding offences. If any offences were identified by a spotter or the speed gun user, then they would be called into the stop site to be reasonable dealt with. Being a Drink Drive campaign, the motorists that were stopped a roadside breath test was conducted and if necessary, a roadside drug wipe also. Vehicles who were found travelling at 40mph and over were brought in for process and 35-39mph were stopped and spoken to.
Whilst there were active stop sites, the No Excuses Team were active around the Saltash area in their vehicles stopping any vehicle as appropriate, with active ANPR running.

This operation was run to try and make the public a safer place to be, especially with the roads being busier during the holiday season. Please be vigilant and report any suspected Drink or Drug drivers to the police. If you capture any poor standard of driving on your Dash Cam, remember that you can refer these to Operation Snap through the Devon and Cornwall Police Website.
Please ensure that your vehicle is roadworthy, your lights, tyres and wipers are working correctly. If you think about drinking 1 alcohol drink before you drive, that is one too many. The recreational drug you take at the weekend will still be in your system days later, is it worth the risk?
Update: 11 October 2023 - Community Sppedwatch
On 10th October our local community speedwatch team monitored the vehicles passing through St Ive at the Church end. 148 vehicles were seen of which 40 were found to be over 35 miles per hour in the 30mph limit. As a result of these we are looking to get prosecutable monitoring in this area.  Â

The Saltash Neighbourhood Team attended Brunel Primary as the first day of our month of a new road safety campaign #RUKIDDING. It is to promote road safety around schools and positive engagement with young children.
BRUNEL SCHOOL
07/06/2023 – A/PS LEWIS and PC LAVERS attended and spoke to the Foundation Children about the police; including what equipment is carried on their persons and why being safe on the road is important. The officers and children then went out to the police vehicle where they had an opportunity to see the equipment carried in the police vehicle and see the lights and sirens working before having a sit in!
The second half of the input was working with 7 year 6 students conducting education based Community Speed watch on Callington Road, Saltash. The children were keen to get involved using the speed detection devices, and where appropriate speaking to motorists about their speed when exceeding the 30mph limit stipulated.
The children made the following comments about this activity:
"The man in the Black Car was driving 33mph in a 30 speed limit, why doesn’t he slow-down"
"The lady in the white car was driving too fast near the school and the zebra crossing."
"Cars always speed on this road and always when I walk to school. I don’t think they are doing it now because it’s because we are here with the police."

ST MELLION PRIMARY SCHOOL
08/06/2023 – A/PS LEWIS and PC LAVERS attended and spoke to the children ranging from Foundation to Year 3 about the police in general, what equipment is carried on their persons and why road safety is important. The children had opportunities to try on some of the equipment and had lots of questions about what the police do day to day and why police are safe people to speak to. The second half of the input was working with the only 2 year 6 students from the school. Due to the nature of the road layout, the speed gun was not utilised however we discussed safe pick up and drop off outside of the schools, utilising our parking warning notices for any vehicles that were parked not according to the road markings. Fortunately, all were parked safely and allowed safe collection from school. Officers discussed with the children about road safety, speeding cars and dangerous parking the following comments about this activity were made:
"The cars normally drive really fast outside of school, it’s not very safe"
"Cars drive really fast in the lanes around the school and near my house"
"Cars are sometimes parked dangerous outside of the school and our busses can’t get out"

ST STEPHENS PRIMARY SCHOOL
13/06/2023 – A/PS LEWIS and PC LAVERS attended and spoke to the two classes from Foundation age group. The officers explained to the children why it is important for the police to help people, what we get up to day to day and what equipment is carried – with the opportunity for the children to hold and feel the items carried.
The second half of the input was working with the 6 year 6 students from the school. The students were shown the speed testing equipment and then made our way to St Stephens Road to use the equipment on road users approaching the mini roundabout outside of school. It was reassuring to see that all drivers were driving between 15-25mph well within the speed limit and no unsafe manoeuvres were conducted. Two motorists did park in inappropriate manner and were asked to move to make the road safe for children and end of school.
Whilst working with the students the following comments about this activity were made:
"It’s really busy in the mornings, normally when everyone is dropping off."
"The parking around here is okay but not good on the double yellows, that is not safe."
"If we weren’t here, I think they would drive much faster, but I think they can see the sign and us in yellow and it’s making them slow down."
"Usually, it’s really busy here but it is quiet as you are here."

SIR ROBERT GEFFERY’s SCHOOL, LANDRAKE
26/06/2023 – Saltash Neighbourhood Team attended Sir Robert Geffery’s School as the fourth encounter of our month of the Road Safety campaign #RUKIDDING.
A/PS PC LEWIS, PC LAVERS and PC WHITELL attended and spoke to the class from Foundation age group. The officers explained to the children why it is important for the police to help people, what police officers carry in all their pockets giving the children the opportunity to hold and feel the items carried.
The second half of the input was working with the year 6 students from the school. The students were shown the speed testing equipment and the equipment that is carried in the vehicles. Of recent, there have been complaints about unsafe parking around the school and so we discussed safe pick up and drop off outside of the schools, utilising our parking warning notices for any vehicles that were parked not according to the road markings. Vehicles that were not parked safely were asked to move and those unattended, a polite notice was left.
Whilst working with the students the following comments about this activity were made:
"The orange car is double parked, and it makes it dangerous."
"The black car is parked on a single white line which is making it narrow for people and cars to pass."
"The police asked the silver car to move as it was on a speed bump. This parking doesn’t make it safe for the children crossing the road after school."

ST GERMANS PRIMARY SCHOOL
27/06/2023 - A/PS LEWIS, PC LAVERS and PC WHITELL, attended and spoke to the Foundation Children about the police; including what equipment is carried on their persons, allowing them to try it on and why being safe on the road is important. After lots of questions, and what if scenarios, the officers, and children then went out to the police vehicle where they had an opportunity to see the equipment carried in not one, but two different police vehicles. The children had the chance to see the lighting and sirens working before having a sit in!
The second half of the input was working with year 6 students conducting education-based Community Speed watch on the road that runs through St Germans. The children were keen to get involved using the speed detection devices, based on Quay Road. Fortunately, some of the students’ parents that were seen were all driving safely, and no motorists were spoken to.
The children made the following comments about this engagement:
"There are a few cars that drive too fast through St Germans, I live here, and I see it sometimes and can be dangerous when it is wet"
"I like it at school when the parents park safely."
"The blue car was driving too fast, but it slowed down when it saw us."
"I think more children should walk to school who live in St Germans as it would make it safer around the school at the start and the end of the day. That means it would be safer by the houses by the school."
"The black car was going 33mph, it saw us and went down to 12mph which isn’t safe, especially by the school."

Saltash Policing Team have really enjoyed working with the local schools that engaged in the project. It has been enjoyable providing knowledge and engagement with the young children, building public confidence and to allow the older students to assist in sending a message to the community.

Update: 30 December 2022 - Review of priority

Update: 08 July 2022 - Traffic Event Looe
On Thursday 7th July Looe Neighbourhood Team arranged a multi agency traffic event to educate drivers and target the fatal five reasons for traffic collisions. Looe Neighbourhood Team was supported from by officers from Liskeard, Torpoint and SaltashÂ
40 positive stops were conducted at Looe Police Station resulting in 15 tickets for road traffic offences. The offences ranged from driving without due care, no tax, no insurance, number plate compliance, seat belt and mobile phone offences. There were also many educational interactions.
The Cornwall Council Taxi Licensing Officers had 6 positive stops with words of advice given to all.
DVLA had 7 positive clamps for no tax, 2 in Polruan and 5 in Looe.
The Speed Camera Safety Partnership had 15 offences for excess speed.
There was positive feedback from the public who witnessed the event.
Update: 05 April 2022 - Speed monitoring
We have a proactive community speed watch which we work in partnership with who monitor speeds in numerous identified areas and educate drivers exceeding the speed limits.
Areas of greater concern are also attended by the Camera Road Safety Team to identify and prosecute speeders.Â
Newly raised areas of concern are monitored by Neighbourhood Officers and risk assessed as sites for Community Speedwatch deploymentÂ
From 1st January 2022 up till 5th April 2022 our local community speedwatches have deployed a total of 22 times and issued a total of 91 warning letters to drivers found exceeding the speed limits.Â

Liskeard Neighbourhood Team have, this weekend, issued to two youths, anti- social behaviour stage 1 warnings for their disruptive and anti-social behaviour in and around Morrisons Liskeard. They have both also received banning letters from Morrisons which means they are no longer allowed on their premises. Â

This weekend the Liskeard Neighbourhood Team issued a stage 2 Anti-Social Behaviour warning to a male for use of threatening and abusive language toward his neighbours.Â
Update: 20 May 2024 - Op Sceptre
Last week between 13th May and 19th May Liskeard sector participated in a national knife awareness week.
A number of activities were carried out around this including;
Interactions with businesses around their policies for selling knives
High Visibility foot patrols interacting with member of public around knife crimes and gauging if there is an issue in our area.
One of our officers also attended Liskeard Youth Council meeting at the public hall where they received a presentation from Mikes trust on knife awareness. Face book post was created on this along with an email to all heads of year, safeguarding team and senior management team at Liskeard school and community college to advertise "Fearless" which is an online reporting system for young people.

Liskeard Neighbourhood Team today issued a ASB Stage 1 Warning to a Liskeard resident for use of abusive language towards neighbours. This will last for a period of 3 months from todays date.Â

Liskeard Neighbourhood Team have issued, over the last week, three stage 2 Anti Social Behaviour Final Warning letters and one Stage 1 Anti Social Behaviour warning letter to four youths who have been involved in a number of Anti Social incidents in recent weeks. Â
Update: 11 February 2024 - Banning letters issued
On Behalf of Liskeard Library our neighbourhood team delivered banning letters to 9 individuals advising them that because of their behaviour that they are not welcome at the Library for a period of at least 3 months.Â

Update: 11 October 2023 - Closure orders
On Tuesday 10th October closure orders were granted by Bodmin Magistrates against two addresses in Melbourne Road Liskeard, after repeated complaints of anti-social behaviour.  Officers from Liskeard Police Neighbourhood team, working closely with Cornwall Council’s Anti-Social Behaviour Team, the Forces Legal department, and Cornwall Council Housing, submitted the closure applications after extensive evidence that the addresses were associated with drug related anti-social behaviour and criminality. The two addresses are now closed to everyone for a period of three months, and anyone found breaching the order will be liable to arrest and prosecution. The closure orders are the result of successful partnership working and we hope that the positive outcome will reassure the residents of Liskeard that we will not shy away from tackling anti-social behaviour and take positive action where necessary. Liskeard Neighbourhood team would like to thank all our partners for their hard work and the residents of Melbourne Road for their courage and support.Â

Update: 27 September 2023 - Stage 1 warnings
Two stage 1 anti-social behaviour warning were issues to adults in Liskeard after numerous reports of incidents including screaming, shouting, lighting fires and causing disturbances late at night as well as being threatening to neighbours. These warning will last for the next three months.Â
Update: 19 September 2023 - Dog Control Orders
Dog control orders were issued to a resident of Menheniot in relation to the behaviour of two dog which displayed an aggressive nature and and were allowed to escape the owners property. The order is an agreement to adhere to certain conditions to ensure these dogs are under control at all times.Â
Update: 19 September 2023 - ASB Warning
ASB Warning was issued on 13th September to a male in the Dobwalls area for his continual abusive behaviour. This will last for the next three months.
Update: 26 April 2023 - More ASB warnings issued
10 ASB stage 2 warnings have been issued to a number of youths causing disorder in around Liskeard town centre. It is hoped this will divert the youths from their current actions.Â

On Friday 9th September 2022, Bodmin Magistrates Court granted a Criminal Behaviour Order on Carly Diane Hickman. This order is valid for 2 years
She is prohibited from:
1) Acting in a physical or abusive manner that causes any person to fear for their personal safety and which causes or is likely to case harassment, alarm and distress to any person in the County of Cornwall.
2) Engaging in any conduct that will or is likely to cause alarm or distress to any person within the County of Cornwall
3) Approach, threaten or intimidate directly or indirectly any person within the County of Cornwall
Update: 28 August 2022 - Criminal Behaviour Order Breaches
Liskeard Neighbourhood Team are currently dealing with a number of cases in respect to people breaching their Criminal Behaviour Orders. Evidence is being gathered in order to arrest these people for these offences and present them to court. We are working in partnership with Safer Liskeard, Housing providers, Cornwall Council Anti Social Behaviour Co-Ordinator and other partners to bring this about.

In the last week the Liskeard Neighbourhood Team has issued 1 Section 59 anti-social use of motor vehicle for inconsiderate driving and 2 Anti Social Behaviour stage 1 warnings to two individuals for using foul and abusive language towards neighbours.

Today the Liskeard Neighbourhood Team issued 3 stage 2 anti-social behaviour warnings to three youths who have continued to cause issues in and around Liskeard. Housing providers have also been informed so if the behaviour continues this could affect their tenancy. Â

In the last two weeks Liskeard Neighbourhood Team have issued 3 Section 59 Anti-Social use of vehicles warnings to drivers in the Liskeard area. One for driving other than on a road and two for inconsiderate driving. These warnings last for 12 months, if the driver or the vehicle are found to be driving in an anti-social manner during this time then the vehicle they are using will be seized.Â

In response recent anti-social behaviour by some of the youths in Liskeard. The neighbourhood Team issued stage 2 Anti Social Behaviour warnings to five youths on 12th May 2022.Â

On Thursday 13th May 2022 Bodmin Magistrates Court granted a variation on the Criminal Behaviour Order on Joshua Pyper-Wilson for 2 years ending 22nd February 2024.

1) Entering or loitering around any commercial premises when requested to leave by premises manager or staff.
2) Entering or loitering outside Co-op Barras Street Liskeard, Poundland Pondbridge Hill Liskeard, Superdrug Fore Street Liskeard and Boots Baytree Hill Liskeard

We are working with local Schools to reduce incidents of youth Anti Social behaviour to identify and educate any youths engaged in this activity.
We are working with Cornwall Housing, Housing Associations and Cornwall Council Anti Social behaviour officer to deal with individuals who are having and adverse effect on the quality of lives of neighbours. Update: 12 June 2024 - Op Pad-Pub Against Drugs
On Friday evening (7 June), we were joined by Police Dog Skye, her handler PC Steve Waters, Licencing Officer Nicola Henderson, and plain clothes officers to carry out a Pubs Against Drugs (PAD) operation in seven licenced premises across Saltash and Liskeard.
This was a proactive operation to deter members of the public from using, carrying, or supplying drugs on a night out, educating members of the public about the legal and personal consequences around carrying and using illegal drugs, and to support local licensed premises to reinforce the law. By carrying out operations like this, local drug networks become disrupted, and we can gather evidence to identify, investigate and prosecute offenders.
PD Skye successfully identified the presence of illegal drugs on multiple people. The evening of action resulted in…
Seven people stop searched, with three of those being positive searches.
Four items being seized, including suspected drug packages and alcohol being consumed by underage individuals.
Eight toilets out of the 14 tested using drug wipes were found to contain positive traces of drugs.

On Wednesday 6th March, Saltash neighbourhood team assisted CID and the Proactive Disruption Team in conducting a Section 8 PACE 1984 Warrant, a warrant for indictable offences, whereby entry was forced to a property in order to affect a search. An arrest was made upon entry and search conducted where an amount of controlled drugs were located and investigations are ongoing.
We would like to thank the public for their patience and information that they have supplied the police in order to write and swear a warrant from the courts. The information you provide is recorded and is used in specific ways. We apologise for any inconvenience caused on the day, but we are trying to make your street safer.

Some of you may have seen us and around Liskeard, Saltash and Torpoint Pubs on the Friday 1st December 2023. The police were working with the Licensed premises to support the public for safer nights out, no drugs, just alcohol, in a provision called, Pubs against Drugs. The operation organised and run by Liskeard Sector Neighbourhood Teams, supported by Operation Servator Officers, Student police officers, Special Constables, Passive Drug Dog PD SKYE and her handler PC Waters, and The Police and Crime Commissioner.

Please remember with Christmas on the horizon, there is no reason to use, carry or possess controlled drugs when there are other ways to celebrate the festivities. NOS canisters are now illegal to posses following law changes making them a Class C Controlled Drug. Don’t make a mistake which could lose your job, driving licence, family, home, and livelihood - is it worth it?

As part of the operation, the operation lead and the Police Licencing officer will speak to the Designated Premise Supervisor (DPS) and conduct checks of Licencing requirements and utilising Cocaine Testing Wipes on the surfaces within the toilets and cubicles.

Working as a team we entered the following pubs giving the following results;

LISKEARD
0 persons stop searched but positive engagement with the DPS. Both male and female toilets wiped with indications in the male toilets only.

SALTASH
1 person stop searched outside where the dog indicated with negative search. Positive engagement with the DPS. Both male and female toilets wiped with indications in the male and female toilets.

0 persons stop searched but positive engagement with the DPS. Both male and female toilets wiped with no indications in the male and female toilets.

9 persons stop searched as a result of reaction to the dog entering the premises. Positive engagement with the DPS. Both male and female toilets wiped with indications in both the male and female toilets.
Of the 9 persons that were stopped and searched;
1 arrest was made for Possession with intent to supply - which resulted in a further Section 18(1) PACE search of the arrested persons home address and vehicle - enquiries are still ongoing.
4 persons were found in possession of controlled drugs, namely Cocaine and Ketamine, and will be dealt with by other means.
The others searched were negative searches.

There was a lot of disruption to other patrons within the Brunel Inn and would like to thank those other customers for their patients whilst officers carried out their duties.

TORPOINT
1 person stop searched which was a negative search but positive engagement with the DPS. Both male and female toilets wiped with indications in the female toilets only.

The policing presence promoted public confidence in a manner that is about making streets safer for night time economy. All the Premises Supervisors in the pubs were welcoming and happy to allow us to conduct what we needed to do. Any person found in possession was removed from the licenced premises and dealt with appropriately.

Update: 12 July 2023 - Positive Warrant 12 July 2023
Liskeard Neighbourhood Team with E section Force Support Group carried out a positive warrant in Liskeard this morning where suspected stolen property and drugs were recovered. Enquiries are ongoing and one arrest was made in connection to this.

Update: 26 April 2023 - Reports of Drug smells
We are seeing an increase in reports of people emitting noxious substances from their properties which is causing significant distress and upset to neighbours. We are working closely with Environmental Health and the Councils Anti-Social Behaviour co-ordinator to ensure we manage this issue in effective and positive manner.

Some of you may have seen in and around Saltash Pubs on the 1st April 2023, working with the Licensed premises to support the public for better nights out, no drugs, just alcohol in a provision called, Pubs against Drugs. The operation organised and run by Saltash Neighbourhood Team, supported by Liskeard and Looe Neighbourhood Team, Passive Drug Dog PD SKYE and her handler PC Waters, Police and Cornwall Council Licensing Teams, Special Constables and Alison Hernandez - The Police and Crime Commissioner. Working as a team we entered the following pubs giving the following results.
1. The Railway Inn, Saltash
2 persons Stop Searched of which one was positive for controlled drugs – tested and was cocaine. 1 small bag of drugs found on the floor which was seized for disposal. Both male and female toilets wiped which indicated for Cocaine residue
2. The Brunel, Saltash
A person reacted to presence of PD SKYE and tried to dispose of white powder down the toilets - CCTV reviewed and enquiries are ongoing. The white powder when tested showed to be cocaine. 1 person stop searched carried however negative for controlled drugs. Both male and female toilets wiped which indicated for Cocaine residue
3. The Ploughboy, Saltash
1x Stop Search carried out where controlled drugs were identified – tested and was cocaine. This person was given a ban from the pub, and considered for Saltash Pubwatch. Both male and female toilets wiped which indicated for Cocaine residue
4. Saltash Rugby Club, Saltash
This was an unplanned visit where there was a party in progress. Manager allowed us to enter however no searched or dog indications. Both toilets wiped with no indication for Cocaine residue.Â
5. After Hours, Liskeard (previously The Social)
3x Stop Searches carried out of which 2 found in possession of controlled drugs – tested to be cocaine. Both toilets wiped which indicated for Cocaine residue.
A Quantity of drugs have been taken off the street promoting public confidence and making streets safer for night time economy. All the Premises Supervisors in the pubs were welcoming and happy to allow us to conduct what we needed to do. No arrests were made, however any person found in possession of controlled drugs were removed from the premises. All persons that were found in possession of a controlled drug were dealt with via out of court disposal.

Update: 21 July 2022 - Op Scorpion
During a recent week of operation around drug supply, neighbourhood officers conducted patrols and gained valuable evidence around the supply of drugs in Liskeard. These patrols also resulted in a positive drug stop and an arrest of a wanted male. Â

On 26th January positive warrant carried out in Liskeard. Resulted in the location of a quantity of drugs and enquiries are ongoing. Â
Update: 23 March 2022 - Warrants and Results
The Neighbourhood team have been working hard to obtain and execute drug warrants based on the information received from the public as well as through targetted patrols and covert means.
In Liskeard we have conducted a number of drug warrants in the last few months with positive results. One in particular resulted in a large seizure of Class A drugs, with links to County Lines and Organised Crime Groups, as well as multiple arrests being made.
Looe has also seen a positive warrant conducted in the town and also the Polperro area as well. Â
Torpoint has been busy with the Neighbourhood team conducting numerous positive warrants in the town and surrounding areas. There have been many arrests made and offenders prosecuted.
Saltash NBM's are also developing the intelligence being received and working towards warrants being obtained.
A result of this positive action being taken is that we have managed to Safeguard many vulnerable people and remove some prolific offenders from the area.
